Question

Tomodachi Collection 3DS download?

Does anybody have an idea how to install Tomodachi Collection (Tomodachi Life's japan-only prequel) onto a 3DS without buying a physical copy? If so, could you tell me how to download it (download it for free perhaps) without breaking the law.
