    That's actually something I've been curious about. I've had some people claim that you have to street pass someone who has street passed a specific person (I think it was a Nintendo rep or something?), and it's similar to how the Eon Ticket in ORAS spread. I've had some people insist they street passed between two of their 3DS only and got him to pop up.
