So this woman in Heahea city thinks that rare candies shock pokemon into levelling up by being so delicious. Someone failed a lore check, as a previous game said a rare candy actually contains all the calories/energy to level up, hence why it's designed like a boiled sweet (pure sugar so calorie rich) and isn't something like a "Rare Delicacy".
