    sorry for language... HELL YEAH SHE DOES!!! she has everything a smash bros character needs so he/she can be playable... she can wear diffrent clothes. she has enough fighting moves... hair whip is one of em... and she also has a power move too! the only problem is, is getting an allowance, that probably doesn't make sence... one sec my typing is almost four hundred

    they need like a signiture from the company who created shantae so they can be able to create her...they might have a 70% chacee by the looks of it... Because Shantae is technically part of nintendo.., so who knows... it might be possible!
