NE Ocean Chart?

I am looking for the 4th and final sea chart, (NE/Top right) I have been checking with friends and I was told it has something to do with the three gems in the original temple. I am unable to post a picture because I have it on the original DS. Could someone please help me in FULL detail. Thanks.
