ash pikachu

does anyone know how to get the special pikachu wearing the hats? do you get it through a special event? or is it obtainable through the storyline? i even searched on google but couldn't find an answer! please help if you can! oh, and also, can you freely change the hats the pikachu wears? thank you for your help!
