I kinda wonder why they made possible to (even if very very VERY RARELY) encounter a Level 12 Salamence? Other than to surprise those who never heard about it before. The times I wish we could post picture proof to the Miiverse of this kind of thing, so you can prove you caught one of the most frustratingly tedious encounters in the game.

It's more the fact you don't need to train up Bagon/Shelgon to level 50.
