its is both. the tower is just harder to reach if you don't have the master sword, which is the only thing that cuts through the malice, similar to the poisonous gas on Tp, that turns you into a wolf.

...You know, I think I may have run past an eye near one of the towers while fleeing from a flying guardian in a blind panic. I only saw it out of the corner of my eye, though, so I'm not sure... Good to know the Master Sword will show up eventually, both to destroy goop and (presumably) not break after five hits.

To be fair, if I were the Master Sword, I'd be rather reluctant to do my job too, considering how I was told 26 years ago that I'd be able to sleep forever, only to be summoned in eight more games.
