    Some stables have a person attending the horses on the right hand side, talk to them with your horse out and if you have maxed out your bond, you can change the saddle, mane, and bridle on your horse...

    The two stables that come to mind are the one clostest to the tower in Akalla, and the one right next to the horse god's lake in the south
