He's in Goron city. I recommend stockpiling food and eating it so you don't die a firey death before you get there. Once you do get to Goron city, just look for a standard clothes shop icon (t-shirt) on your minimap. That is where you'll find the fireproof clothing. Just make sure you bring enough rupees.
