I mean do what you want, but if you're a beginner in digital art [like meh], you'd want to start cheap and work your way up from there. As for me, I didn't even install it yet bc im too busy with school this week, but i'll do it this wknd. As far as rating it, well, alot of people like it. Even experienced artists recommend it [wacom intuos; I got the small one but I highly suggest the medium]
