My headcanon is that Project: Muse was transplanted into Joule...that might make more sense though.

Glaives are used to store (and somehow manipulate) septima powers. Lumen was Joule's septima in the Azure Striker Gunvolt. What he meant in this conversation is that originally, the power of the muse belonged to Mytyl, but his father cutoff her septima power. Sumeragi wanted that power, but normal Glaives didn't work. So they created a living Glaive by the name of Joule.

This makes me believe that they somehow extracted a part of Mytyl to create Joule. Even if Lumen was separate.

At another point in the game, they stated that they IMPLANTED Mytl's septima into Joule, so I think Joule was another kidnapped soul that Sumeragi chose to be the living glaive.

According to Joule's bios from Gunvolt 1 she was Sumeragi's first artificially created adept. That is to say, a designer child implanted with a septima before birth. It's implied heavilly by Mytyl's poor health and subsequent recovery that a septima is a fundamental part of an adept's soul. So its possible Joule was essentially a fragment of Mytyl by nature upon birth. Joule's body fading...

much like a glaive, as Xiao describes Joule, seems to suggest this. That said, whether Inticreates treats Mytyl's current state as two severed fragments of the same person reuniting, or two different people fusing together by virtue of sharing the Muse septima remains to be seen. The first explanation seems more probable though I think, simpler too.

Tomas: The thing is... at the beginning of the conversation Xiao says that by fusing Mytyl and Joule together they were able to return to their normal self. Moro: I believe that makes more sense.

@Moros&Alejo AHA! BUT! Mytl was reunited NOT with Joule's body, but with her septima plus Joule's memories. Also, Joule was Sumeragi's first artificial ADEPT, no evidence suggests that Joule herself is artificial. :P

Neither there's evidence indicating that Joule was just a NORMAL girl that later got implanted with a septima. The fact remains that both were connected and as Xiao says in this event the fusing made Mytyl a complete and healthy person, including her voice, Joule's voice. The rest remains to be seen if Inticreate wants to clarify the birth of Joule.
