How do you evolve Pichu?

I've tried raising is friendship and stuff but it hasn't evolved yet.

    Playing with it in pokemon refresh doesn't help.

    He's right... the Poké Refresh doesn't raise the friendship. Usually, I just use the berries that raise friendship (I prefer using Tamato berries).

    Just use it normally it will gain friendship overtime and tends to evolve between 16-25
