Question

Happiness

I am working on maxing the happiness of two eevees and a riolu. The riolu is holding my soothe bell, and all the pokemon more or less started at the base happiness level. The eevees happiness maxed out about 10 minutes ago, but riolu still isn't maxed. Do certain pokemon take longer to gain happiness?

some pokemon start at lower happiness, i'm unsure if riolu and eevee are different however pokemon that are hatched from eggs start with much higher happiness
