you have to unlock all standard weapons to unlock the ten thousand kill skill. to unlock the 25 thousand skill, unlock all level 4 and 4+ weapons.

For the 10,000 skill, you will need to get all the lvl 3 weapons. For the 25,000 skill, you will need to get all lvl 4 weapons. You don't need to get any of the lvl 4+ weapons. Once you start meeting the criteria, those skills will turn red, allowing you to unlock them like any of the other skills.

The level 4 weapons have the same names as the level 3s but with the + sign added.
