Keep looking since it has a 5% encounter rate. Or look at the open cliff at the Machamp shove (Boulder) area for the "Sweet-Spot". Just go to the Machamp section where you push the boulders then turn down and follow through and the left grass is the sweet-spot for Jangmo-o.
