星について

この星は両方(下のと国の)とも星が多い方が難しいと言う事でしょうか？説明書を読んでもイマイチ分からなかったのでお願いします。

国旗の下の星は国の国力の大きさ。大国になるほど星が多くなる。難易度選択の下の星は文字通り難易度の大きさ。星が多くなるほど、敵陣営の国の資産が増える。
