Wait... Does this mean I can't start growing this untill I get a basement and put patty fields in it? (to keep it spring for months)Or does it mean I can start growing it now (summer year 1), but it wont produce anything until spring? I'm so confused!

It means you can't start growing it until Spring, that is the only time it allows you to plant it. It will continue to grow normally through the rest of the months once planted.

You can't put paddies/other farm circles in the basement. You have to put them on your farm itself, and you can't plant rice until the spring. It's a bit of a pain but at least rice is easy to buy.
