    やはり高個体を狙うしかないですね。 強いポケモンが欲しいのであれば 最低でも2～3Vは狙うべきです。 性格,努力値振りに関しては俺はシャンデラの 育成論は知らないのであまり細かくは 分かりませんが、普通に 「おくびょう」でCSぶっぱ残りHか 「ひかえめ」でHCぶっぱ残りSなどで いいと思います。
