How Is This A Pegi 12?!

I seriously don't get how a little card game with luigi make's a game that's pegi 3 turn into a pegi 12!

    For the same reason this game is rated PG here in Australia, Luigi's minigames contain mild gambling references, which may not be suitable for a younger audience. If those minigames weren't there, I'm sure it would've gotten a G (or 3+) rating instead. Personally, I wouldn't worry too much in this case. It's not like it's a big part of the game anyway.
