    when a bachelor/bachelorette has a light green flower color and you have seen all available friend/flower events dessie will show up at your house explaning couples. after that, the pendant will be in stores.

    Also, the wedding/marriage gift item you need is different for whoever you're going to marry. It tells you in-game what the items are (and you unlock each item after seeing all of the required heart events) but Westown's item is a wedding ring, Tsuyukusa's item is a comb, and Lulukoko's item is a blue feather. They all cost the same & can be bought at Straw Market, Ra Man's & Polepole.
