Muk and Black Sludge

Does it seem nonsensical to anyone else that regular and Alolan Muk are listed as having a 50% chance of holding a Black Sludge when they don't even exist in the wild? In what way does that make sense?

    In Sun and Moon Muk might be encountered from SOS calling. But here's a bigger question- Why does every pokemon have a capture rate?! (For example Dartrix)

    It's most like a copy/paste sort of situation They copied the held item data from an older game, made the additions, removals that they wanted to make, then used that for Sun/Moon. Same thing happened with item data. That's why stuff like the GB Sounds, Apricorn Balls, and Wonder launcher items exist in the item data in XY
