    the hardest one to find is the PokeMan. It's said he lives deep in the cave known as "Mom's Basement"

    Honestly, I'd say the most difficult non event pokemon would be a gen 4 shiny vespiqueen, or a shiny ? or ! unown.

    @Gold: I don't think ?-Unown and !-Unown are actually obtainable. I believe they were in a Pokémon Mystery Dugeon game, but I believe that's it.

    @wouter ! and ? Unown were introduced in frlg, but were incapable of being shiny until platinum due to shiny algorithms and unown form algorithms both running off IVs in gen3
