    Once you've run into it about 10-11 times (which unfortunately can take a while), its Pokedex entry should show it is in the Sea Spirit's Den. It will stay there and can finally be battled and caught :)

    Your starter has to be froakie and after the pokemon league encouter zapdos 13 times (keep in mind you can't catch it because it'll run away). Then go to the Sea Spirit's Den and you'll encounter it... or trade.
