    It cuts the holder's speed in half and it removes the ground immunity of Flying/Levitating pokemon if they are holding it. So its best use is for pokemon with Switcheroo/Trick to give it to the opponent and throw a wrench in their plans.

    Yep, that's exactly it. So it's good for a pokemon like Klefki, which can switcheroo it onto a Flying pokemon to severly hinder them.
