    You keep jumping a bit away from the pole beside the pipe while moving toward it. After a few tries you will get on top of the pole and then jump on the pipe. There will be multiple results. If it doesn't allow you to go past the rest of the pipe, keep jumping. Soon you will fall into the water then to the exact front of W3-1. The other result is it will let you pass.
