How to get a profie-picture?

When you click at your own mii-face, your profile appear. On the top, it's a green place with white text. But sometimes when I click at others mii-faces, it's a PICTURE there instead!!! How do I get a picture there!!!

    you go on the pic u want to set it as and when u click it there is a setting menu and u click fav post and done theres ur pic!
