世界の出現地点って...

今pvpのワールドを作っていて気がついたのですが世界の出現地点の設定をしても、その場所ぴったりにいつも出現(ワールドに入ってくる人が)するわけではないのですか? またその場所ぴったりにいつも出現することができる方法があったら教えてください!お願いします!!
