There is no Dive HM in XY, as there are no diving spots in Kalos. To teach a pokemon Dive, you would need to tramsfer one from an older game or trade one to ORAS and teach it the move there.

There isn't any HM or TM for Dive in X/Y, but you can get in Omega Ruby / Alpha Sapphire
