ここで質問してすいません…ミバについてです。

ミバの質問します。ある人の(友達のお兄さん)投稿に、共感&コメントしようと思っても、「そうだね」ボタン、「コメント」ボタンが押せません。これって、相手にブロックされてる(？)のですか？　あと、その人にブロックされていても、私の投稿に共感出来るのですか？説明下手ですいません…
