    It's debatable really, It's common and can be bred which can lead as not a true legendary. However it's ancestor Pokemon is Manaphy, and Manaphy is able to produce Phiones... cont.

    which in my eyes and personal opinion, I see Phione as another Manaphy but mutated. Backing this up is Mewtwo, made by man, rare, but technically isn't a Legend but is considered one for be related...

    to Mew, plus people just call him Legendary because Mewtwo is epic. Phione may be common, but rather it's legendary or not is decided by you personally on how you see Phione.
