    You need pegasus boots. And the skull woods weather vane activated. 1. When you start the race, go into the spacial rift next to you. 2. Use Irene to go to skull woods and use pegasus boots southeast. 3. Go to the Lorule version of Rosso's house and enter the rift. 4. Quickly rush to the racing bro. 5. You should have got about 65 seconds or less. NOTE - DO NOT USE IRENE IN HYRULE!

    As in Lorule route :D (or just Hyrule route, get a Yellow Potion, use it and then talk to the racing bro, saves time)
