Can't remember it perfectly, but there should be two switches in that room. A for a and B for b. However, switch B also activates a, but you cannot see this. You have to hit the switch, the farthest (distance) from the chest, preferably with a bomb to buy you more time, and run towards the chest. Seconds later the wall flips again and you'll be with the chest. Good luck :)
