Yes! I now have Dr Eggman unlocked on the Wii U version! (I already unlocked him on the 3DS version of the game)

Play through the World Tour. You unlock characters as you progress. For Eggman, win (top 3) all cups in Grand Prix or reach the end of World Tour.

I also noticed stars unlock them. I've got Danica Patrick now and is one of my main racers next to B.D. Joe!

That's what I meant by progressing through the World Tour: the more stars you have, the more you unlock.
