Dark Link isn't evil. He is seen as a test or trial for Link to overcome. AoL Dark Link is the final trial for Link to face before he can claim the Triforce of Couragel OoT Dark Link is a reflection. In both cases Dark Link has the same health and strangth as Link so he must 'fight himself'

Like Hero stated, it's just a reflection. Plus it's just magic in the rooms they appear in, so whoever walks in would have had to fight a dark version of them self.
