Because malidus is new hyrule. Also I don't think he was sealed but was actually killed though I don't know for sure. What I do know is he is bound to new hyrule unless there is demand for new hyrule to return I don't think he's coming back.

Byrne/Staven is killed by Malladus, but in the ending cutscene, it says that he "may not have any memory of these events, but years from now he'll return in a new form".

Maybe the next handheld game after Tri Force Heroes could be an ST sequel? If Zelda U was on the Adult Timeline (The Hero of Winds and a New World), the internet would burn down.
