    It seems to me, that all Mining-Locations are predefined as well as I think all the Islands are and unfortunately, the only raw-material, that you can find is what's been placed by the Developer. Also, it's quite pointless trying to dig below the Sea-Level, as when you load the map, the Seawater fills everything below the entire Maps Sea-Level.
