You can unlock costumes for the characters, and those two are some of them. Most of the costumes come from levelling up a shop to max in Norende, but the Vestal Garb and Bravo Bikini are obtained through different methods. To say any more on the Vestal Garb would be a massive spoiler, and all I will say about the Bikini is that it's in Florem in Chapter 5, again because of spoilers.

In that case, the Bikini is obtained from the sidequest in Florem in Chapter 5 and to get the Vestal Garb, you need to complete the normal/false ending. This can be done at any time, even after finishing the true ending. The game will explain how to do this in Chapter 6 at certain points.

can i get the vestle grabs even if i get the true ending by geting the false ending after the true ending is the possible

Yeah, the path to get the false ending is still open after you get the true ending. The game will just put you back onto the world map after the credits so you can go and finish everything you missed.
