In the room S of that chest are 2 switches that raise platforms. Hit the S then the N one, ride platform, merge with wall, when timer runs out wall spins round.

You can access the chest from the large bottom room however it requires a puzzle to be solved. Use the wall ability. Hint: Use bombs wisely!!!
