Then you should get the early-bird ordinance so people are awake MUCH earlier. AND all the shops will be open at 7am or 6am. If you don't know how to get ordinances this is how

Unfortunately ordinances cost 20,000 bells and you have to go to the town hall sit in your seat say you want to work on ORDINANCES and then you have the early-bird ordinance!
