If Meloetta ever gets announced as a playable character,do you think she would replace Jigglypuff?

No, I doubt that. Jigglypuff has pretty much a 99% chance of returning, and if she wasn't removed before, with her now having a new Fairy typing, she is even less likely than ever to be removed.

If Meloetta is by any chance added, a perfectly plausible Pokémon inclusion but sadly not all too likely given current circumstances, it would be alongside Jigglypuff's inclusion.
