    It's not affection; it's happiness. Walk with him, feed him nice food like Rare Candies and vitamins, give him a haircut/ massage / whatever it is this gen and don't let him faint.

    Then level him up. If his happiness is full, he'll evolve.

    Level up Togepi with high friendship DURING the day (6:00 AM - 6:00 PM). You could increase it's happiness by massages, berries or leveling up- not with PokémonAmie!

    The fastest way is to give it the Soothe Bell, go to the middle of Lumiose City, get on the bike, activate Befriending o-power 3, and go right until it runs out. Do it twice, and it should be ready.

    I don't think it matters what time you level it up. Not for Togepi anyway. There are some pokemon that it does matter for.
