Scanner's in the lowest part of sea mauville that you can dive down to. It's hidden on the floor in front of the right set of stairs. Taks that to stern at the slateport ferry for a bell. If you are playing OR, you get the clear bell. Take it to the highest point on sea mauville's deck to find ho-oh.
