Question

I started traing my pokémon on my birthday, when I've finally got my Hoenn region pokédex, took my Turtwig out of Pokémon Bank to train it and as it grew, it started disobeying me! My Turtwig is at Lv.13 now and I arrived at Rustboro. Will the Sooth bell item be the answer to my problem or playing Pokémon Amie solves it?
