    Diancie isn't tradable over the GTS, but if you go through the PSS you can trade it (and all other released event pokemon). If there is a specific person you want to trade with, you can trade something over the GTS (like a zigzagoon for a zigzagoon) to get them onto your list of acquaintances, and then trade from there.
