    in omega ruby by going to sea mauville and going to the deepest part of the ship then right in the deep you have to look for the thing called the scanner.Then you go to mosdeep city and find captain stern then captain stern trades you the scanner for a bell.Then you go back to sea mauville and go the deck then you go to the pole thats sticking out of the deck and find the portal.T there is ho–oh

    go to the bottom of that ship and press A repetedly and eventually you will find a Scanner. Then go to Slatport City. Go to the place where there is that ship. Talk to the Captain. He will give you a Clear Bell (Omega Ruby) or a Tidal Bell (Alpha Sapphire). Go back to the ship . at the top you shall meet Ho-Oh (Omega Ruby) at the bottom you shall meet Lugia (Alpha Sapphire).

    Find the Scanner in Sea Mauville. Then go to Captain Stern in Slateport and trade him for a bell. Which one you get depends on your version. Then return to where you found the Scanner. There should be a portal. Ho-Oh is in there in OR, Lugia in AS. Both at Level 50.

    so if you have omega ruby you go to the sunken boat then go to the bottom leval. look around the bottom of the second srairs on the right side. after you get it then go to slateport city. go to the ferryboat and talk to the person in the suit. he gives you a bell. go back to the sunken boat and go to the front of the boat. its at level 50.
