Tip: Rayquaza is shiny locked, meaning there is no way to get his shiny form in ruby or sapphire, you can only transfer one into the game. Don't bother soft resseting for one. Follow for more tips!

Of course. Head to Meteor falls after the delta episode and a lady will teach your Rayquaza the move.
