    When you want to publish a screenshot, push the Home button when you want to take it. Then go to Miiverse and publish a Miiverse post within the screenshot, which can be selected in the right top corner. You can choose between the TV screenshot and the Gamepad screenshot, or no screenshot at all.

    When in game, press home button and miiverse. Then post a comment, you should have option to post screenshot.

    It is the same process in every Wii U game (I saw that you asked the same question to the SSB community). However some games just like Watch_Dogs do not allow players to post screenshots at all. Other games have built-in Miiverse integration to publish posts with stamps (Mario Kart 8) and game drawings (The Wonderful 101). You might be able to post some screenshots with those integrations.
