You mean the circles on the sea? If you got the grapple hook, you can lift up treasures on this circles. They appear random on the sea, but you can find more of them at night.

Light rings indicate that there is treasure below! Sail underneath the ring and use your rope to reel it up (whilst in the boat). Careful though as the ring will disappear as you begin to get close :)
