From what I saw, the best and quickest way is to get an S rank against Zavok. You'll get three silver everytime you do this.

get S ranks on any regular level or boss in Frozen Factory, Silent Forest and Sky Road, and the Extra stages in Windy Hill, Desert Ruins and Tropical Coast. Also, certain Special Stages will get you silver. Playing online mode is also good for material getting, especially if you win by a lot.
